REGULATION OF BALI 7’S 2025
GENERAL RULES
using general rules usually applied by the All Indonesia Football Association (PSSI) and additional rules made by the committee that refer to the Laws of the Game.
Pro Category
- The competing teams represent Professional Clubs or Academies.
- Players born on January 1, 2007 and after
- The match will take place with a 7 vs 7 system.
- Teams can register 14 players and 2 officials.
- During the match, teams can make as many substitutions as the registered team members.
- Players who have been replaced cannot play again in the same match.
- The match will take place on a field measuring 60 m x 40 m
- The goal size is 7.32 M wide x 2.44 M high.
- The match will last for 1 x 25 minutes. In the 12th minute, there will be an exchange of places (Goals) with a maximum time gap of 1 (one) minute, which will be instructed by the referee leading the match.
- The kick off at the start of the match and or after a goal occurs must use 2 (two) touches.
- Players who receive a red card must leave and cannot continue the match, but can be replaced by another player after 3 (three) minutes or if a goal occurs before 3 (three) minutes so as not to reduce the number of players on the field.
- Players who receive a red card in one match or 2 (two) yellow cards in 2 (two) consecutive matches cannot participate in the next 1 (one) match.
- Players who receive a yellow card in a match must leave for 2 minutes (sin bin) or can return if a goal occurs before 2 minutes.
- Goalkeepers are also allowed to be players other than goalkeepers, provided that they still wear the same jersey as other players on their team, with a back number that matches the back number that has been registered in their name.
- Using a size 5 ball
Age Group-16
- The competing teams represent Senior High Schools (SMA) / Football Schools / Clubs / Communities / Academies.
- Players born on or after January 1, 2009
- The match will be played using a 7 vs 7 system.
- Teams can register 14 players and 2 officials.
- During the match, teams can make as many substitutions as the registered team members.
- Players who have been replaced cannot play again in the same match.
- The match will be played on a field measuring 60 m x 40 m
- The goal size is 6 M wide x 2.1 M high.
- The match will last for 1 x 25 minutes. In the 12th minute, there will be an exchange of places (Goals) which will be instructed by the referee leading the match.
- The kick off at the start of the match and or after a goal occurs must use 2 (two) touches.
- Players who receive a red card must leave and cannot continue the match, but can be replaced by another player after 3 (three) minutes, so as not to reduce the number of players on the field.
- Players who receive a red card in one match or 2 (two) yellow cards in 2 (two) consecutive matches cannot participate in 1 (one) subsequent match.
- Players who receive a yellow card in a match must leave for 2 minutes (sin bin) or can re-enter if a goal is scored before 2 minutes.

- Male players born on or after January 1, 2011
- Female players born on or after January 1, 2010
- The match will be played with a 7 vs 7 system.
- Teams can register 14 players and 2 officials.
- During the match, teams can make as many substitutions as the registered team members.
- Players who have been replaced cannot play again in the same match.
- The match will be played on a field measuring 55 m x 35 m
- The goal size is 5 M wide x 2 M high.
- The match will last for 1 x 25 minutes. In the 12th minute, there will be an exchange of places (Goals) which will be instructed by the referee leading the match.
- The kick off at the start of the match and or after a goal occurs must use 2 (two) touches.
- Players who receive a red card must leave and cannot continue the match, but can be replaced by another player after 3 (three) minutes, so as not to reduce the number of players on the field.

- The goal size is 3 M wide x 2 M high.

- The competing teams represent football schools/clubs/communities/academies.
- Each team may register male and female players.
- Male players born on or after January 1, 2017
- Female players born on or after January 1, 2016
- The match will be played with a 7 vs 7 system.
- Teams can register 16 players and 2 officials.
- During the match, teams can make as many substitutions as the registered team members.
- Players who have been replaced cannot play again in the same match.
- The match will be played on a field measuring 45 m x 25 m
- The goal size is 3 M wide x 2 M high.

GIRL
- The competing team represents a football school/club/community/academy.
- Putri players born on January 1, 2007 and after
- The match will take place with a 7 vs 7 system.
- Teams can register 16 players and 2 officials.
- During the match, teams can make as many substitutions as the registered team members.
- Players who have been replaced cannot play again in the same match.
- The match will take place on a field measuring 45 m x 25 m
- The goal size is 3 M wide x 2 M high.
- The match will last for 1 x 25 minutes. In the 12th (twelve) minute, there will be an exchange of places (goals) which will be instructed by the referee leading the match.
- The kick off at the start of the match and or after a goal occurs must use 2 (two) touches.
- A player who gets a red card must leave and cannot continue the match, but can be replaced by another player after 3 (three) minutes, so as not to reduce the number of players on the field.
- Players who receive a red card in one match or 2 (two) yellow cards in 2 (two) consecutive matches cannot participate in 1 (one) subsequent match.
- Players who receive a yellow card in a match must leave for 2 minutes (sin bin) or can re-enter if a goal is scored before 2 minutes.

POINTS
- Each Team will get 3 points for a win.
- Each Team will get 1 point for a draw.
- Each Team will get 0 points if they lose.
If there are 2 or more teams that have the same points, then the ranking will be determined through:
- Head to Head
- Goal Difference
- Goal entered
- Lottery

Age Group 8
- Round I Group Single Round Robin
- Divided into 3 (three) groups containing 6 (six) teams and 1 (one) group containing 5 (five) teams.
- Round II Cluster Knock Out
- Ranks 1 and 2 qualify for Cluster Diamond
- Ranks 3 and 4 qualify for Cluster Gold
- Ranks 5 and 6 qualify for Cluster Silver
Age Group 10
- Round I Group Single Round Robin
- Divided into 9 (nine) groups containing 6 (six) teams and 4 (four) groups containing 5 (five) teams
- Round II Cluster Knock Out
- Ranks 1 and 2 qualify for Cluster Diamond
- Ranks 3 and 4 qualify for Cluster Gold
- Ranks 5 and 6 qualify for Cluster Silver
Age Group 12
- Round I Group Single Round Robin
- Divided into 17 (seventeen) groups consisting of 6 (six) teams and 4 (four) groups consisting of 5 (five) teams.
- Round II Cluster Knock Out
- Ranks 1 and 2 qualify for Cluster Diamond
- Ranks 3 and 4 qualify for Cluster Gold
- Ranks 5 and 6 qualify for Cluster Silver
Age Group 14
- Round I Group Single Round Robin
- Divided into 14 (fourteen) groups containing 6 (six) teams and 2 (two) groups containing 5 (teams)
- Round II Cluster Knock Out
- Ranks 1 and 2 qualify for Cluster Diamond
- Ranks 3 and 4 qualify for Cluster Gold
- Ranks 5 and 6 qualify for Cluster Silver
Age Group 16
- Round I Group Single Round Robin

3 (three) groups containing 5 (five) teams.

PRO
- Round I Group Single Round Robin
- Divided into 1 (one) group consisting of 6 (six) teams and 1 (one) group consisting of 7 (seven) teams
- Round II Cluster Knock Out
- Ranks 1 and 2 qualify for Cluster Diamond
- Ranks 3 and 4 qualify for Cluster Gold
- Ranks 5, 6 and 7 qualify for Cluster Silver
Women
- Round I Group Single Round Robin
- Divided into 2 (two) groups consisting of 7 (seven) teams.
- Round II Cluster Knock Out
- Ranks 1 and 2 qualify for Cluster Diamond
- Ranks 3 and 4 qualify for Cluster Gold
- Ranks 5, 6 and 7 qualify for Cluster Silver
- In the Cluster Knockout round, if the match ends in a draw, the match will immediately continue to an additional round with a 5v5 format, where every 1 (one) minute, the number of players on both teams will be reduced by 1 (one) person, until a team scores a goal. The team that scores the first goal in this round will emerge as the winner (golden goal).
- In the 1v1 position, a dead ball/out ball begins with a drop ball by the referee
- In this round, yellow cards will still apply, but the sin bin rules do not apply, and red cards will still apply normally.
- If in the additional round the score is still tied, then it will continue to a penalty kick with a sudden death system (a coin toss will be carried out and the team that wins the coin toss can choose to be the kicker or goalkeeper).
- The last 7 (seven) players from both teams who are still on the field when normal time ends are the ones who can be selected and play in the additional round.
RE-REGISTRATION & ID CARD
- Re-registration opens on Thursday, April 17, 2025, at 13.00 WITA and closes on Thursday, April 17, 2025, at 20.00 WITA.
- Re-registration location at Bali United Training Center Purnama.
- Teams are required to bring the Bali7s Tournament integrity pact that has been signed with a stamp at the time of re-registration.
- Teams are required to bring a 2x3 photo of all team members at the time of re-registration.
- All teams are required to re-register. Teams that do not re-register are not allowed to compete.
- Only personnel who have an ID Card are allowed to be on the sidelines of the match field.
TEAM JERSEY
- Each team must have 2 (two) sets of jerseys with different dominant colors.
- All jerseys must have back numbers.
- If there are two teams facing each other and have the same jersey color, then the team with the away team status (referred to later) must change its jersey.
- The player's back number on the jersey must be the same as the player's back number at the time of registration. If it is not the same, the player is not allowed to play.
- The committee will prepare vests that can be used if there is a similarity in the color of the jerseys of the two competing teams.
COACH DISCIPLINE CODE
A coach's performance is not based on the win or loss of his team, but rather on how much his players can learn from a match. The coach is responsible for controlling his players and also the parents of the players throughout the match.
Coaches must wear proper attire for a match with a complete club or Football Soccer School identity that they are defending.
Coaches will lead and teach, and also be a good example. The players are a reflection of their manager or coach.
During the Bali7s Tournament, coaches must:
- Use positive verbal and non-verbal language
- Do not use foul language and do not harass players mentally, verbally or physically.
- Always respect the committee, referees, opposing teams, and other team officials.
- Teach players about the rules of the game, fair play, and good behavior.

PRIZES
- Teams that win 1st, 2nd, and 3rd place in the Diamond Cluster are entitled to a Trophy, Medal and Coaching Money.
- The team in 4th place in the Diamond Cluster only gets a coaching money prize.
- The committee provides 16 medals for each team that wins 1st, 2nd, and 3rd.
- The committee provides 1 Trophy for the Gold and Silver Clusters, only given to the first place team.
- All participants who participate in the Bali7s Tournament 2025 will receive an e-certificate.
- All taxes arising from receiving prizes are borne by the winner.
OTHER RULES
- All teams are required to be responsible for the safety of their team members while in the tournament area by using an ID card.
- Only team members registered using a Bali7s Tournament ID card are allowed in the match field area.
- The Bali7s Tournament Committee does not provide insurance that protects participants in the event of injury, illness, theft,/or damage to other items.
- The Bali7s Committee is not responsible for theft, injury, or illness that occurs to participants or their companions during the Bali7s Tournament.
- The Bali7s Tournament Committee provides medical personnel and an ambulance that will only provide first aid. If further medical action is needed, all costs incurred are entirely the responsibility of the participants.
- Each Team is required to be responsible for the waste produced by team members while in the tournament area by disposing of waste in the place provided.
- The referee is allowed to stop the match if there is excessive provocation by the Team (players, coaches, and/or parents of players).
- The Bali7s Tournament Committee has the right to disqualify teams that trigger riots and other things that disrupt the match.
- Beatings, fights and all forms of violence will be reported to the authorities.
- The committee does not make a call for the match kick-off schedule, all teams must pay attention to the match schedule that has been distributed by the committee (website or schedule document).
- All teams must be present 15 minutes before kick-off time (ready to compete).
- All teams must fill in and submit a list of player lineups (DSP) 10 minutes before kick-off time.
- The waiting time set by the committee is 5 minutes before kick-off time.
- If at the specified kick-off time the team is not present, it will be declared the loser with a score of 0 - 3 (WO).
- The Committee's decisions related to the Regulations, Competition Format, Drawing Results and Match Results are Final and Cannot be Challenged.
